Kazakhstan Moves Away from 'Super-Presidential' Governance
Addressing an expanded government session in Astana, Tokayev revealed the Central Asian nation's pivot toward institutional reform aimed at redistributing governmental authority.
"A panoramic look at the political reforms of recent years makes it clear that Kazakhstan is finally abandoning the super-presidential form of government, moving toward a presidential republic with an influential, authoritative parliament," he said.
The Kazakh leader characterized the proposed constitutional revisions as an extension of ongoing political restructuring initiated through the landmark 2022 constitutional overhaul.
Tokayev outlined that the new draft framework codifies a governing philosophy centered on "a strong president, an influential parliament, and an accountable government."
The sweeping changes represent the establishment of a "new system of state governance." according to the president.
Tokayev emphasized the amendments would fortify institutional oversight mechanisms, reallocate executive powers, and critically, bolster the durability and performance of "all political institutions."
The constitutional draft embodies a fundamental shift in state philosophy, Tokayev concluded, noting the principle of "not the individual for the state, but the state for the individual" has materialized into concrete governance structures—a transformation Kazakhstan has been "consistently moving toward since 2019."
